v0.3 Milestone: full type annotation numpy/torch compatibility, decouple visualization engine

- Full type hint coverage.
- Numpy-only, or support both numpy/torch fully.
- Support multiple/decoupled visualization engines, e.g. open3d, plotly, matplotlib. This is useful for remote or Jupyter visualization.
