UI Configurations via new component

This issue is for tracking the changes in the config screens: Admin, Devmode, MyHome(devices), Widgets, Skills

The following open tasks remain after version 0.1 of the config.vue:

• widgets don't have a real definition for the custom settings yet(hardcoded, no datatypes!), they will receive a .template file just like alice, the devices and the skills
• not all types of input validations are supported yet
• build in buttons for the config aren't yet universal useable, although they just require a definition of text and action
• translations are not yet supported in all spots (e.g. tooltips)
• more datatypes with respect to Skill Creators Update #299 devmode and input of slots and utterances
