create log analytics in hub-01

not sure I'd like to keep this here, because it is implemented in scenario (6), and hub-01 should be the common base for everything.

Maybe could it be better add as optional component in https://github.com/nicolgit/hub-and-spoke-playground/blob/main/any-to-any-bicep/any-to-any.bicep ?

I just added it because it is pretty difficult to troubleshoot the firewall without logging. but see no issue in moving it or having it as an opt-in option.
