Base URL should be added as an environment variable

Since OpenRAG Admin UI is usually deployed bundled with other applications, its URL is more often than not different than the base URL. People deploying the Admin UI then have to edit a lot of URLs and links, which could be avoided by specifying base URL with an env var.
