Create helper console application / binary for deps #10
Description
Moving to a helper binary application (in php) that would enable / disable the required dev-dependencies, instead of pulling everything would be a good choice for 8.0. It could additionally pull older versions, based on user's php version. It this should be viewed as next iteration of this package.
