update deployment readme file

I have noticed that a couple months back the ./scripts was removed from the repo and another way to deploy was added.

Can you update the deployment readme file to show us how we can setup our ci/cd pipelines automatically with deployment to azure.

Is the lack of documentation a persistent problem? I'm honestly asking. I think it is a great downside not having good documentation available.
