VDR Cardano Driver for the JVM platform

Goal:
Implement the Cardano VDR driver that will be used in the Cloud-Agent

Acceptance Criteria:

• the VDR driver is implemented
• e2e tests passed
• the packages is published

The driver was not well tested.
