Published license file broken since wgpu-types v25.0.0

Somewhere between the publishing of wgpu-types v24.0.0 and v25.0.0 something changes that caused the
license files that are included in the crates.io publish to become broken.

Compare v24.0.0 LICENSE.APACHE with v25.0.0 LICENSE.APACHE or v26.0.0 LICENSE.APACHE.

By "broken", they mean that the v25.0.0 one is just the text ../LICENSE.APACHE, which is not very satisfying.

Hello, the Fuchsia project vendors crates from crates.io, and in order to do so we require explicit license files alongside the source code. [...]

Request:

Could you please add LICENSE-* files to the package subdirectories? We care particularly about wgpu, wgpu-core, wgpu-hal, and wgpu-types but you might as well do the other subdirs while you're at it, e.g. wgpu-info.

I believe the "broken" LICENSE.APACHE file in wgpu* directories are actually symlinks, with their targets being presented as a plain text path?

I wonder if this would be "fixed" by doing the cargo publish of our crates from a non-Windows machine?
