[BUG] Seem like turbo build --cache=local:,remote:rw cannot read any remote cache with disabled local cache.

We have encountered the same problem, but we do not understand whether it is a turborepo-remote-cache-server error or something on the turbo side. We currently use --cache=local:rw,remote:rw

This flag is to instruct the turbo client where it should try to send cache artifacts. The server implementation should be unaffected, as far as I understand, but I don't know this Remote Cache implementation that well.

I tried to run turbo run build --cache=local:,remote:r
I checked my s3 bucket.. it got same hash object in my bucket.

the cache still missed.. not able to read any remote cache.
