Support for 5060GPU on Cuda 12.8 and python 3.11.11

Im using ALLTALK and says DeepSpeed is outdated but when i try to update it there is no compatible wheel for Cuda12.8 and python 3.11.11 on windows.

@SauceRaps - we haven't published a Windows wheel recently, but could you try to install the 0.16.5 version? https://pypi.org/project/deepspeed/0.16.5/#files
