Adjust votes delegating logic on `AIDelegateCard`

Goal
The goal of this issue is create interface handling for:

1. "Delegate" CTA click, by giving constant feedback (changing the CTA label) to users about the blockchain transaction status, handling request acceptance + blockchain mining + blockchain confirmation statuses or transaction declining
2. Communicate via toast message, to the user, once the blockchain transaction was done or not
