Refactor AIsList component and handle possible network req. scenarios

Task description
During the hackathon, one list of items were created to display each AI Delegate informations. The goal of this story is to refactor this interface understanding that:

1. Designs are not aligned to proposed artboards
2. "Delegate" CTA callback does not handle error scenarios
3. "Voting power" data was removed from the AI informations

Goal
The goal of this task is to refactor the AIDelegateCard and the list rendering so that:

1. We display an error screen in case of failed DB request
2. We display a beautified loading screen
3. We display a list of AI Delegates with their associated information

Dev. musts

• Maintain consistency with design mockup proportions and element placements.
