Bug Description

I have an item with all ItemFlags set, but it still shows the attributes for version 1.9, while in 1.21.8 everything works as expected.

In addition, I have a message with a hover event that appears differently in 1.9 than it did in 1.21.8:

Steps to Reproduce

Send the item or component.

Expected Behavior

The item info and component are the same in both versions.

Why was the issue closed?

It was auto-closed because barvalg is an official bot, also 1.21.8 disables viaversion as there is nothing to do there.

I tested the latest build after the commit be5344b and the problem with Item Flags still occurs.

Apparently, this only happens with the ItemFlag HIDE_ATTRIBUTES, since HIDE_UNBREAKABLE works normally.
