NER JSON import dataset not working

**The bug:**
A clear and concise description of what the bug is.
I have followed the sample format of the provided JSON file; however, it doesn't work. 
I have also tried to input the sample format just to make sure it works but it also doesn't work. 

**Steps to Reproduce?**
Try to import the suggested sample format.
